The Ministry of Health Puntland welcomes the unanimous approval by the Council of Ministers of the Cost Recovery Bill for health facilities across Puntland.

This landmark decision follows the leadership and presentation of the initiative by the Minister of Health, Mohamad Abdirahman Mohamed Farole , who formally tabled the bill before the Council of Ministers led by the President of Puntland , Said Abdullahi Deni, and the Vice President, Ilyas Osman Lugator, marking a significant milestone in advancing health sector financing reforms.

The decision represents an important step toward strengthening the sustainability and resilience of our health system, ensuring improved availability and quality of essential health services for the population.

As part of the initial implementation, the cost recovery mechanism will be piloted in five hospitals in the Bari region under the CHASP project, implemented by Save the Children Somali and supported by the Governments of Switzerland and Sweden.

The pilot phase will generate critical evidence and lessons to guide phased scale-up across Puntland, with strong emphasis on equity, transparency, and continued access to essential services for vulnerable populations.
